The conflict over cleaning up the Potomac River and Chesapeake River Basin goes back before the United States was a nation. A war has raged
throughout the history of Virginia and Maryland over the Potomac River since the 1600s, becoming so fierce in the 1950s that people raised arms against each other (Virginia-Maryland Boundary). Maryland,
who won the fight for the full river in the courts, has been trying to clean up the river since it has become polluted. However, the reason it is polluted
is because of chemicals and nutrient run off into the river upstream from Virginia, which Maryland has little control over. For this reason, the only way to clean up the
Potomac river is to make Virginia and other states contributing to the problem larger stakeholders in the fate of the river. Some federal oversight is necessary and the time is
ripe for funding through the federal stimulus package, but other help is needed from private and nonprofits sources. Background
Virginia has always had a big stake in the health of the Potomac. They not only an interest in the oyster beds, but the Potomac is
a Virginia tourist attraction. Therefore, it is helping to foot the environmental bill to try and save the oyster, crab, fishing and tourist industries now threatened. For years, Maryland fought
the problems on its side of the river for the same reasons. Its entire industry was related to the Potomac for many years. This is the main team that needs
