in the infrastructure and the bundling of packages for internet users. The level of teledensity in Brazil is very low and since 2002 it has been decreasing rather than
increasing (LX Com, 2006). The presence of wireless technology has seen an increase in the growth of cellular telephone. But even with increased interest and take up of broadband there
is not an increase take up of wired terrestrial telephones. To increase the customer based investment in the wired network would open up many of the potential market. However
