which supports a universal healthcare system. The Australian healthcare system has many pressures, and as a result many areas which may suffer when budgets are cut. For example, the country
has the one of the highest levels of obesity in the developed world (DHA, 2009). Another major drain on the health services is smoking, being the leading cause of preventable
deaths, with one person dying from a smoking related illness every 28 minutes (DHA, 2008). The cost is compounded when hitting working age Australians, for example, each year there are
more than 4,000 deaths directly related to smoking caused ischaemic heart disease (DHA, 2008). Lifestyle is also a major contributions to other prevalent drains on the healthcare budget, including heart
disease and stroke, and the climate for the country has also resulted in the area being one that is prone to the occurrence of skin cancers (DHA, 2009). These
are not the only pressure, but they are drivers for expenditure, in terms of treatment and prevention, and may be impacted, as well as impact on the way the budgets
are determined and allocated. Healthcare budgets have been a target, however not all areas are hit equally, the total federal
government spend on health is budgeted to increase, from a total of $51,223 million in 2009/10 to $56,880 million in 2010/11 (Australian Government, 2010). The government is seeking to make
savings, in the 2010/11 budget it is announced that saving totalling $1.9 billion through a memorandum of understanding with medicines Australia to undertake a range of price reductions by accelerating
