elections on April 27, 1994, in which Mandela was elected by people of all races as South Africas first post-apartheid President. Since then, South Africa has been in a
prolonged period of amazing transition that has impressed even the most cynical observers. However, the country continues to struggle with such problems as unemployment, crime, and HIV/AIDS that threaten
the political and economic stability of the post-apartheid era. The stakes are high, and the government and citizens of South Africa are hoping their investment in democracy will pay
huge future dividends. During Nelson Mandelas presidency (1994-1999), the concept of a "rainbow nation" flourished as South Africa sought to unite its divisive groups and ideologies (Moller, 2007, p. 285).
Mandelas successor Thabo Mbeki (1999-2008) established ambitious Millennium Goals that promised to cut poverty and unemployment rates in half before 2015 (Moller, 2007). The dominant political party African
National Congress (ANC) pledge of "a better life for all" was to be carried out by the populist Reconstruction and Development Program (RDP) and later by the progressive Growth, Employment,
and Redistribution (GEAR) program (Moller, 2007). Although economic growth has been slow, it has been consistent. To assist in post-apartheid social program of peaceful coexistence, the Truth and
Reconciliation commission has met with great success (Moller, 2007). Some inequities nevertheless remain and a new breed of political and economic elitists has been accused of greed and insensitivity
to the masses that continue to live in poverty (Moller, 2007). However, the emergence of a post-apartheid black middle class has proven to be a strong economic force and
