a huge oil spill off Santa Barbara, California" (Offshore drilling, PG, 1998). In 1998 then-President Bill Clinton extended a moratorium on offshore drilling in the area, as well as
"a permanent drilling ban covering twelve sanctuaries around the nation, including four in California" (Offshore drilling, PG, 1998). The moratorium extends only into the year 2002, so it is
a wait-and-see situation until that time as to what the future holds. The fact is, however, that there are still offshore platforms that are creating emissions pollution into the ocean
as well as into the air. OIL PLATFORM POLLUTION There is some good news concerning the oil platforms that are causing pollution along the Santa Barbara coastline
in California and that is the number of oil platform installations should be declining slightly. The 1990s saw a high rate of oil platforms installed and very few removed.
A reversal is now underway, albeit a slight one. At the very least the rate should be flat; that is, as many platforms being removed as are being
put up (Poruban 2001). However, Santa Barbara hosts one of the largest offshore oil reserves in the United States, and as such, the amount of pollution being caused by them
