situation has not improved. Statistics from 1991 show the US dead last among industrialized countries on student test scores pertaining to math and science (Kolstad, et al, 1996). As many as 47% of the nations 17-year-olds have difficulty representing 9/100 as a percent and as many as 95% have been unable to calculate the cost per kilowatt for an electric bill that charged $9.09 for 606 kilowatts of electricity (Kolstad, et al, 1996, p. 280). Despite the calls for increased spending on education, the problem does not appear to be money. Only Switzerland spends more per pupil then the US (Kolstad, et al, 1996). During the last decade, the controversy surrounding the problems with the US public school system has focused on the possibility of changing the very nature of public schooling by transitioning it from a system of quasi-public education to quasi-private schools via such innovations as charter schools and voucher systems (Power and Cookson, 1999). The privatization of public schooling appears to be a topic whose time has come. Presently there are roughly 40 educational management organizations (EMOs) traded on the New York Stock Exchange and there is a surge of corporate interest in deregulation, which has been encouraged by the Supreme Courts decision on the "appropriateness of public funds" being allocated to private schools (Powers and Cookson, 1999). However, what has yet to be determined is whether or not this move towards charter schools and vouchers systems will accomplish the educational goals that proponents claim it will accomplish.
