is certainly a part of early twenty-first century Morocco, but many complain that the change is coming too slow for comfort. In essence, will Morocco ever change? Is what has already occurred just been tokens towards democracy, or is the change something that can last? A student notes that it appears that changes are so closely managed by the monarchy that they are just cosmetic. Hence, the monarchy is not really effective in fostering true political change. In delving into this subject, this seems to be the case. While the monarchy will not admit to it, it seems as if it is simply caving to political pressure, but no substantive change has been accomplished. Presently, Morocco is a constitutional monarchy ("Morocco," 2005). While the chief of state is a king, the head of government secures the title of prime minister ("Morocco," 2005). There is a balance, but many see the power as resting solely with the king. It is true that some political changes have taken place in Morocco. First, it should be said that Morocco did not get its independence from France until 1956 ("Morocco," 2005). In some way then, it is not a very old country, even though it has existed for centuries. During the 1990s there had been a few political reforms and a bicameral legislature would emerge ("Morocco," 2005). That occurred in 1997 ("Morocco," 2005). While change is evident in Morocco, the measures that would go toward democracy did not come until the 1990s. Morocco has seemingly jumped on the bandwagon that is heading towards democratization, but the motivation behind the movement is questionable.
