in the form of either Alexander Hamilton or James Madison - wrote in Federalist 50 of the difficulty that a Pennsylvania Council of Censors had in reaching an agreement in
1783. The Council of Censors operated at the state level to discover, call attention to and change any perceived encroachment on states sovereignty on the part of the federal
government. Federalist 50 promoted the idea of periodically going to the people for the same reasons, primarily because of the factions that had prevented the Pennsylvania Council of Censors
from having any effect at all. The Framers of the U.S. Constitution produced a largely negative document, meaning that it is filled with
the secular equivalent of a variety of "thou shalt not" statements regarding the power of the federal government over the rights of individuals. No doubt the Framers intended that
difficult questions be addressed in the same manner in which they had approached producing the Constitution, which involved haranguing over points, negotiation and eventual compromise holding elements of leading factions
views of the issue under discussion. Partisan structure would have hindered that process immensely, and continues to have negative effect today as leading political parties seek more to promote
themselves rather than work for the good of the country overall. Publius Complaint The Pennsylvania Council of Censors met in 1783 and again
in 1784, in what the Federalist 50 labels as an interesting "experiment in politics." It was wholly ineffective in achieving its purpose; Federalist 50 blames partisanship: Throughout the continuance
