his campaign and Republican President George Bush has responded with increased emphasis on Republican efforts at health care reform. Polls show that the cost and accessibility of the US health
care system ranks as a substantial concern among voters (Goldstein). Both the Republican and the Democratic Parties agree that the US health care system needs substantial reform and both parties
agree that the huge number of citizens without health insurance coverage is a major problem. However, the parties differ widely in their approaches to these problems. An examination of their
positions, as well as the survey of the health issues that are considered crucial by the American Nurses Association (ANA), demonstrates why the ANA chose to endorse Senator Kerry.
In a recent speech given June 3, 2004, Kerry continued to emphasize his plan to put limits on health costs and, furthermore, to extend coverage to the 27 million
Americans who have no health care coverage (Goldstein). Meanwhile, Bushs top health adviser declared that the Bush Administration was pursing "an aggressive set of reforms," which would serve to make
health care more affordable (Goldstein). But while both parties have the same goal, they go about achieving this goal in very different ways. The Republicans seem intent on pursuing
the same sort of indirect methods that they have advocated will aid the economy. For example, the Republicans are pursuing putting a cap on the damages that can be obtained
via medical law suits. The theory is that this will lower the cost of physicians malpractice insurance, which, in turn, will reduce costs to the consumer. It is rather like
