NGOs exist in the United States as well, of course, and one of the most notable is The United Way. Currently it is embroiled in a political struggle seeking to preserve the federal Head Start program that has been in existence literally for decades. This is not an issue likely to disappear soon, and workers in early childhood education need to be aware both of the struggle and its implications. Bibliography lists 8 sources.

Much is said about the potential effectiveness of non-government organizations (NGOs) in developing nations and the extent of their influence in shaping government policy and social perception in developing nations.
NGOs exist in the United States as well, of course, and one of the most notable is The United Way. Many people
have philosophical differences with The United Way, but few disagree that the agencys influence is positive and far-reaching in the US. Currently it is embroiled in a political struggle
seeking to preserve the federal Head Start program that has been in existence literally for decades. This is not an issue likely to disappear soon, and workers in early
childhood education need to be aware both of the struggle and its implications. Head Start When begun in the 1960s, Head Start was
intended to provide access to preschool for poor and low-income families so that the children of these families would be better prepared to start school when they were old enough.
Children whose families had been able to place them in preschool prior to entering first grade were seen as being better prepared for school, and as having less difficulty
in making the transition from home to school. As is the case with many federal programs, however, Head Start has become bogged down
in recent years. Now, it has reached the point that the Bush administration seeks to dismantle the system as it has operated since its inception. Legislation recently passed,
the Elementary and Secondary Education Act, seeks to effectively remove the Head Start initiative from the control of the federal government, passing it instead to states governments for administration purposes
