what they can do to shape it. Fowler reports there are many different definitions of policy. The differences are related to how those specific groups understand the concept of policy.
Policy might be defined as "the expressed intentions of government actors"; it may be the "outputs of a political system" it could be the "substantive decisions, commitments and actions made
by those who hold or affect government positions"; it could be a political compromise; or it could be "the authoritative allocation of values" (p. 3). For the purpose of
his book, Fowler defines policy as: "Public policy is the dynamic and value-laden process through which a political system handles a public problem. It includes a governments expressed "intentions and
official enactments, as well as its consistent patterns of activity and inactivity (p. 3-4). This definition seems to incorporate the different ideas from others who have defined policy. The
author makes an important point when he states that law and policy are two different things. Many policies will not be found in any legal statutes. Racial segregation is a
good example. Not every state had an enacted law that addressed the issue of segregation which meant they may or may not be practicing segregation. The U.S. Supreme Court made
the issue clear when they distinguished between de jure policies, which means there is a law or statute, and de factor policies which is what is actually occurring. Fowler spends
