years, one of the problems with the health care system in the United States has been the number of uninsured citizens. The census bureau reported there were 50.7 million Americans
uninsured in 2009. That is about 16.7 percent of the American population (Moffit, 2010). That number grew as a result of escalating unemployment in recent years. That was one
problem. Another was the soaring costs of health care. Premiums were rising nearly four times as quickly as wages over a period of years. Statistics also revealed that more than
half of all bankruptcies in the U.S. were the direct cause of high medical bills (Obama for America, 2008). There is an agenda for that sets the stage for policy
formulation at a governmental level. The problem(s) are identified, possible solutions for the problems are generated, and the political situation is considered (BrainMass, 2010). All three must be present before
a policy can be formulated and sent to the legislature. When they are in alignment, there is the opportunity to adopt a policy that will be legislated. Shi and
Singh, (2008) wrote that there are five aspects to developing health policy in this country. They are: the relationship between the government and the private sector; how authority and responsibility
is distributed within the federal government; the relationship between formulating policy and then implementing it; the ideology that is the basis for politics; and incrementalism as the typical strategy for
reform (Shi and Singh, 2008). There are five components in the policy cycle. It begins with an issue or problem that gets attention; it goes to designing a policy to
address the issue; public support for the policy is sought through many means; it goes to the legislature; and the legislature adopts the policy for implementation (Shi and Singh, 2008).
