At the forefront of these aspects is the inclusion of ethical consideration, inasmuch as policy cannot survive if not based in a foundation of ethics. Arndt (1990) identifies the problem of policy formation in health care as failing to incorporate ethics into the overall process, noting how there are myriad ethical considerations in the day-to-day world of health care with each one presenting yet another moral dilemma: Should the decision be made for company or personal gain? How many will reap the benefit of individualized attention at the expense of all others? Is there a time when an individuals interests supersede those of the masses? These are ethical questions posed each and everyday throughout the health care industry; whether or not the right answers are acted upon in relation to creating policies and procedures is another matter entirely. Arndt (1990) alludes to various state and/or federal policies that, at the time the article went to press, were in the process of being submitted and/or enacted.
