than science," as it draws on the experience and intuition of the practitioner as much as does on a specific choice of criteria or method. (Bardach xiv). However, policy analysis
can be quantified by a list of fundamental steps that aid the analyst in weighing the positives and negatives of a particular policy decision. This process is referred to as
the "Eightfold Path" (Bardach xiv). The following policy analysis follows a modified version of this methodology in order to offer an overview of the public policy initiative of dockside gaming,
which began in Mississippi in the 1990s and escalated there after Hurricane Katrina, when land-based casinos were permitted along the Gulf Coast and in specific areas. This analysis will look
