either directly or indirectly by the threat of terrorism. Law enforcement is no exception. The police mission and even how our existing laws are enforced are just
two examples of this impact. A perilous balance exists between the police actions and approaches that are needed to insure against terrorism and our personal liberties. This balance
is directly affected of course by such factors as police ethics and individual conscious. Since the now-infamous 9-11 terrorist attacks on the US, there have been many changes in
regard to the way that law enforcement agencies interpret and implement their mission. Many of these have evolved simply because of a greater sensitivity to terrorism and its threat.
Others, however, have evolved because of actual changes in law. The prime example is the so-called Patriot Act. Many have contended that while, in theory,
the Patriot Act is designed to protect our country and its citizens from repeats of the 9-11 terrorist attacks; in practice the Patriot Act is an even more dangerous attack
against our personal liberties. It is, in fact, an attack on the very premises upon which this country is founded. Section 15 of the Act technically allows representatives
of the federal government to access private records such as our library transactions, and even those records held by third parties, our financial records, our travel records, and our medical
records without our knowledge or consent. Telecommunication companies, financial institutions, real estate companies, and basically whomever the government decides to target have been put into the position of having
to jockey request from the government to turn over records on their customers and to wrestle with the ethics of conducting background checks on those same customers (Leahy, 2005). Another
