that in a case in Louisiana where a police officer shot a fleeing suspect in the back, the jury awarded the suspect $2 million in damages for his hospital bills.
The police officer involved said that the suspect was armed. Because a gun could not be found after the man was apprehended, the officer had no substantiation to back his
perspective of the incident. Therefore, it was difficult to determine if the appropriate level of force was employed in this situation. This incident is indicative of a wide-ranging problem in
US law enforcement. Too often, suspects assert that police officers employed use of force in an inappropriate manner that violated the civil rights of the accused. A report
issued by Amnesty International in 1998, entitled USA Rights for All, cites cases where police officers have "beat and shot unresisting suspects," and misused everything from batons to electro-shock weapons,
as well as injuring suspects by placing them in dangerous restraint holds (Dority, 1999, p. 5). This report confirms that, for the most part, the victims of police use of
unnecessary force are minority members. According to this report, police have employed lethal force to subdue unarmed suspects fleeing minor crimes; used force against mentally-ill or disturbed people; have used
lethal force against individual armed with only knives, which suggests that they could have been subdued without lethal means (Dority, 1999). Despite the institution of reform programs in many police
