investigated (36). This would imply that officers use more empathy with their complainant (36). Goldsmith points out that the police and public become so preoccupied with identifying wrongdoing and taking
disciplinary action against errant officers that they lose sight of the primary objective of the policemans role which is to achieve maximum conformity with legal requirements, establish policies, and uphold
prevailing standards of propriety (36).Social and cultural backgrounds should also be considered and processes need to show evidence of greater tolerance for differences (36).It was also noted that the cleaning
up of offensive language is a first step to the introduction of greater sensitivity in the official language used to characterize different types of complaints. Offensive language here does not
refer to profanity but rather, office jargon. Goldsmith continues, suggesting that there is something inconsistent between an institutional commitment to help the complainants on one hand and, on
the other, use words such as "trivial" to classify some of the less serious complaints. The common use of this term as well as the use of the word "vexatious"
by responsible officials to describe complaints is difficult to align with a genuine commitment to greater openness to diversity (36). While the degree of seriousness of a complaint varies it
is important to employ terminology in such a way as to minimize the occasions upon which designations of these kinds are used to dismiss cases (36).Goldsmith goes on to say
