significant concern in precincts nationwide. While some will argue that police brutality is nothing more than a few isolated incidents, recent studies and events have proven just the opposite.
From the streets to the interrogation room, the presence of police brutality reflects an escalating propensity toward physical atrocity and mental coercion over and above the call of duty.
II. LITERATURE REVIEW Research shows that much of contemporary police brutality stems from issues of racial and minority concerns. According to
Holmes, comprehensive research has resulted in supporting the proposition that "measures of minority threat are related to legal mechanisms of crime control" (p. 343). With little data previously available
concerning the existence of police brutality, Holmes contends that the theoretical approach to such research is both recent and unprecedented. The study mentioned in this article applies the combined
approaches of theoretical and substantive application in such a way as to test the following hypothesis: "that the greater the number of threatening acts and people, the greater the number
of police brutality civil rights criminal complaints filed with the U.S. Department of Justice" (Holmes, 2000, p. 343). As expected, minorities reflect the most frequently brutalized social groups based
