There are a large number of conflicting requirements for a large regional health maintenance organization, cost and range of services is one polarity, but cost and quality of service is another. Doctors, nurses and patients may feel that they will benefit from longer appointment times, but this increases costs as more resources are needed to give patients more time, if resources are not invested then the outcome can be patients who do not get seen in a timely manner. Polarity may also be seen with the way that the patients are seen by the healthcare staff, as a group the strategies followed may be utilitarian, making the cost of the resources to treat the most patients. However, when patients are seen as individual there may be very different priorities, a single patient needing expensive and resource heavy treatment may prevent the treatment of a large number of patients who require fewer resources, but who may or may not be as ill. There are often time where there are problems, the use of critical thinking models or other problem solving tool will help to find an effective resolution. The process is usually seen as one where the problem needs to be identified in order to assess potential solutions and choose the right one for the situation (Thompson, 2005). However, the above diverse stakeholder needs, between different stakeholders and even within the same stakeholder groups with conflicting requirements means that this is not an issue of finding and solving the right problem, any strategy adopted is likely to satisfy some needs and cause conflict with others. ...
