at Risk, Neal Carter calls Dorans work "ambitious" that succeeds in explaining why Canadian politics have serious implications for the United States (Carter 129). Dorans primary purpose in writing the
book is to "explain the dangers that Quebec separatism poses to democratic pluralism across the world. His secondary goal is to examine the various scenarios that could result from the
Quebec separatist movement" (Carter 129). Pluralism, as Doran presents it, is the situation in which "diverse groups maintain their cultures while participating in a single state" (Carter 129). This is
both important and difficult; and at present there are approximately 8,000 movements worldwide that advocate such "cultural distinctiveness (Carter 129). Doran rejects such thinking, arguing instead that "separatism is a
political project formulated by self-interested political entrepreneurs who manage to gain a local following by emphasizing the need to favor members of the narrowly defined in-group" (Carter 129). Doran doesnt
pay any attention to arguments that at times, separation is necessary to preserve a culture or language from "slipping below the threshold of sustainability" (Carter 129). He argues instead that
comparisons between the two cultures "reduce civility to the point where secession is seen as the only possible response" (Carter 129). Clearly, these concerns center on the question of Quebec,
which has been considering secession for some time. Doran considers the difficulty "posed by the tension between ethnic and civic nationalism, and analyzes the myriad factors that could affect secessionism,"
though he doesnt answer the question of whether or not Quebec will secede (Carter 129). He does note, however, that "Quebec nationalists have not stated bottom line conditions, and proponents
