opportunity to bid on the contract for the construction of a new 47,000-seat baseball stadium on which construction must begin June 1, 2003 and end no later than April 1, 2006. Incentive for finishing on schedule is in the form of a $50,000 daily penalty for every day past April 1 that the project extends. The purpose here is to determine whether the project can be completed under the terms specified. Findings The Gantt chart of Figure 1 and network diagrams found in the Appendix indicate that the project cannot be completed within the parameters and the dates given. Actual work can be completed by March 31, 2006, but inspection cannot be completed before April 13, 2006 if working a standard schedule. This is not to say that the project should be rejected out of hand, however. There are several alternatives available to the construction company that wants to pursue the contract: * Exclude final inspection from the contract dates. * Work an altered schedule during the spring and summer months (March - September) that includes a half day on Saturdays. * Work extended hours Monday - Friday only over the term of the contract to equal the additional hours of half days on Saturday during spring and summer. Assessment of Alternatives Excluding final inspection from the term of the contract is not in the best interests of the client, and the client should not agree to such terms. Should inspection reveal major problems that must be corrected before the stadium can be used, then the client would have no recourse for recovering losses.
