health insurance needs of almost 6 million non-Saudi residents who had been receiving healthcare services in government funded facilities (AAIW, 2002). The call for the introduction of a public
health insurance system is based on the fact that the health care sector estimates that SR 40-50 billion is spent each year on healthcare services (IPR, 2005). In the
midst of high spending, speculation about the rising cost of health care has determined the need for a national health insurance program, one that can address both the existing costs
and increases that are resulting from skyrocketing pharmaceutical and medical equipment costs (IPR, 2005). The steps involved in implementing a national health insurance system in Saudi Arabia include the
following areas of concern: 1. viability studies and planning; 2. structural development; 3. implementation; 4. review; 5. continuous improvement. Initially, there is a need
to determine the basis for the creation of a national health insurance system in Saudi Arabia, including the creation of an issue statement and an overview of the background of
the problem, including an assessment of existing statistical data. These elements will then be used to direct the viability studies and the planning process. After a plan has
