both direct and indirect influences. The role is complex, but with the development of EU law the EU plays an important role in planning of all types, even in areas
where the EU does not have a direct influence there is the potential to influence policies in nations states. If we look at areas such as spatial planning which
is not mentioned in the Treaty this may be seen as an areas where policy does not impact, and with the Commission own statements that this is not an area
where they have competences the limitations are clear to see. However, the EU does undertake non legislative actions. The undertaking of studies and research as well as the way funding
is used and controlled are all influences in the way planning takes place in the nation states. The EU argues that there is a greater need for the increased co-ordination
of sectoral policies where there is the use of non legislative actins, such as those seen in spatial planning areas. The European Spatial Development Perspective (E.S.D.P.) is a good example.
In 1997 the Commission made a decision (97/150/EC) to set up the European Consultative Forum on the Environment and Sustainable Development, this was sent up within the Fifth Action Programme
"Towards Sustainability". The purpose of the forum is to advise the commission and help wit the creation of an environment where there can be bridges between the different aspects
of the EU member states sectors. If we consider the results there has been the working group on urban and spatial issues formed, with the desire to promote sustainable
