action arm of [the] school council" (p. 708). The specific activities for the first year will include: * Classroom orientation for all parents, Welcome Back to School, in
the first week of the school term. Each teacher will explain their program to parents, what is expected of children and how parents can help. Teachers will also ask parents
if they are able to volunteer in any way (Epstein, 1995). * A positive referral call to parents. Each teacher will call each childs primary guardian (parent or otherwise) at
least once each quarter. These are very short phone calls with the teacher simply telling the parent or guardian something good about the child. This good relate to academic performance,
