the concept, development, implementation, and closeout phases of the project life cycle. Each of these phases are broken down into specific stages ("Wideman," 2004). These stages generally reflect the
part of the project management application in use as well as the complexity and size of the project at hand (2004). Again, the life cycle consists of four primary phases
or time periods (2004). The concept phase is when a concept is chosen and defined ("Wideman," 2004). Here, there is generally a need at the company and a concept is
chosen as something to work on. It is why the project will be done in the first place. The Development phase is also sometimes referred to as the definition
phase as during this part, a concept is validated and developed into a plan that is workable and ready for implementation (2004). Clearly, in this phase, individuals must have a
familiarity with these types of projects and understand what needs to be done. This is a precursor to the implementation phase where the plan is actually put into place (2004).
Thus, during the definition phase, everything must be clearly defined and decided. Finally, the Closeout phase designates the time when the project process is finished and documented (2004). It is
at this point that the finished product is transferred to the control of the user (2004). When going through these stages sequentially, there should be some way to measure progress.
In this model, progress is generally measured by milestones that are accomplished (2004). The major periods are generally distinguished by control gates (2004). For each of these phases, and tasks
