intense interest in the future of Americas schools and their students, I am seeking a doctoral degree for two overriding purposes. The first is to gain more in-depth knowledge
of the intricacies of public education administration and counseling; the second is to enable me to take an active role in shaping individuals lives and assisting students and their families
in finding a path to true self-actualization. A doctoral degree will lend both the background and credibility necessary for positively influencing policy makers, influence that may not be possible
with only a Masters degree in education. Program Change I am seeking a program change so that I will be able to focus
more on students and their lives than on the administrative aspects of school counseling or on learning theory. Of course it is possible to actively practice in a counselor
role with students with a Masters degree, but I seek a wider range of influence and practice and the positions from which I will be able to have greatest effect
are likely to require a terminal degree. Intended Area of Study Currently Bill and Melinda Gates are calling attention to the appalling dropout
rate throughout the country and have been active in Texas for some time ($130 Million Committed, 2003). Texas is one state that fares better than many, but it still
is not in the top tier of states in the country in terms of graduation rates. As the problem is intensifying throughout the country, Texas cannot expect to remain
