than a lecture on poetry analysis, or the cell phone that accidentally goes off in a movie theater because its owner forgot to turn off the ring. Those are
certainly annoyances, but nothing more. However, using a cell phone while operating a motor vehicle can be extremely dangerous. Over the past five years, as the number of
cell phone owners have increased, so too, have their usage while driving. This is a current event with local, state, and national implications. Within the past year, various
states including California, New York, New Jersey, Washington, and Oregon, as well as the District of Columbia have passed laws that ban the use of handheld cell phones while driving
(Morris, 2010). However, in my home state of Pennsylvania, banning this practice is left to the local areas, with the state frequently flip-flopping on whether or not legislation is
needed to limit its abuse. In April 2009, Rep. Josh Shapiro, D-Montgomery, introduced a house bill that would ban drivers in Pennsylvania from using handheld cell phones while driving
(Barnes, 2009). Rep. Shapiro explained that since 2002, close to 7,000 accidents have been caused on Pennsylvania roadways because of the distractions posed by handheld cell phones. However,
his proposal was defeated in a House vote of 100-95, although lawmakers did allow police to issue drivers $50 tickets if they are spotted using a handheld cell phone (Barnes,
