knowing a suspect by bumping into him accidentally at Blockbuster qualifies for citizen surveillance under the Act. In fact, the association doesnt have to be that overt. The suspect may
simply live in the same neighborhood. This presents an ongoing privacy protection challenge for all Americans, making it necessary to retrieve our Constitutional protections.
The Homeland Security Act (the Act) is not a balanced act that both protects and allows privacy protection to the people living within the borders of the United States.
But then, it can be argued that no one in America has ever been protected against an invasion of privacy by any U.S. government agency falling under the auspices of
the Commander in Chief, though those citizens may have felt they had legal protection under the law. Actual privacy has not been the case for decades, as any activist will
tell you. They all have portfolios filed away at the FBI or stacked on someones desk and, even if they have not been active for over forty years, the files
are occasionally updated, which means the activist is still under secret surveillance. Considering the culture of fear in which America lives, it is more probable that privacy protections have been
an illusion since 1776 and that protection under the law is just fodder for television dramas where cops have to get approvals for wire tapping first and the recent loss
