research this topic and look at how governments have been formulated for new countries in the past. After World War II, the Allied forces proposed to make the Japanese government anew and destroy all of the social institutions that led that country to war. Therefore, for a model I would look to the creation of a new government for Japan. At the beginning of US occupation of Japan, General Douglas MacArthur situated twenty-five American men and women in the Dai Ichi Insurance building across from the Imperial Palace and charged them with the task of writing a constitution for Japan (Gibney, 1996). The constitution, which was written at this time, worked so well that the Japanese did not see fit to amend it for the next fifty years. One of the issues that this group examined for Japan was the nature of that society. Japan has no political divisions that resemble either states or provinces. Therefore, those writing the constitution found no need to have a federal system, such as we have in the US, and patterned their document on a parliamentary system of government. However, for the sake of argument, let us assume that the new country in question is very similar in structure to the original American colonies. In that case a federal system would undoubtedly be best and should be patterned after United States, since our government has been effectively and remarkably stable. The structure for this new country would, therefore, be bicameral, that is, with two legislative houses -- one where representation is based on population and one where each state or provinces is awarded precisely the same number of representative. The power of this legislative body would be offset and controlled by dividing the powers of government between two additional branches ...
