This 17 page paper looks at issues of performance measurement and accountability, specifically in the public sector in the UK. The paper is divided into four parts. The first considers the need for a stakeholder approach to decision making with the interests of the wider environment and non primary goals to be included. The second part of the paper examines the use of league tables in ranking public service performance. The third part of the paper considers how the NHS is accountable and compares it to local authorities, and the last part of the paper then considers how statistics can be used from a league table and showing what can be ascertained form the tables, and also demonstrates the limitations of performance tables. provision of goods can be measured. The need to meet targets has been increasing in prominence with the way that successful provision of goods or services are measured. However, as
the quote above indicates, to measure this alone by the main purpose of the service without considering others that will be affected by that provision, or the longer term impact,
is a short-sighted measure. This refers to the need to consider the wider impact and what is known as the stakeholder approach (Chyssides and Kaler, 1998). However, this approach is
complex and can be expensive (Bennett and James, 2000). Mostly the measures used will be put into place to look only at the primary goals in order to assess how
successful a project, policy or strategy has been, from the level of profit for commercial organisations, to the level or speed of seeing clients for social services. There are
many examples of the need for a stakeholder approach when looking at the provision of services or goods. It can be argued that in many organisations there is only the
provision to measure these immediate results, as many of the wider impacts may be difficult to measure, they may be hidden or may be impossible to measure, other factors may
not emerge until later. If we look at a single example this problem can be seen. There has been a great deal of concern for many years regarding the
