Regardless of the type of organization, profit making, non profit making or governmental, there will be specific goals which define its the purpose, which usually has to be achieved without use of finite resources. Therefore, the way in which an organization performance may be key in whether or not the organizational goals are achieved. Therefore, performance management, and the associated subject of performance assessment, as without assessment management is unlikely to be effective, is an area of potential value for an organization seeking to improve its performance1. 2. Performance Management 2.1 Defining Performance Management The first consideration is to define what is meant by performance management. At first glance this is a relatively ambiguous term, and Mohrman and Morham (1995) gives a very general definition stating that performance management is "managing the business", which appears to provide digital strategic benefit when considering how to implement performance management, but in the case the very fundamental nature of the topic. A better definition is given in Dransfield (2000), which states that performance management "is a process which is designed to improve organizational, team and individual performance and which is owned and driven by line managers".
