Health Service (NHS), optimal performance is a matter of public interest with funds originating from the public purse as well as the pressure placed on the service from the wide
variety of scope of medical needs found in a community. The use of performance appraisal can optimise performance increasing the overall
level of output and bettering the service that is provided. However, performance assessments can also be controversial; the cost of a performance appraisal can have an associated opportunity cost (Nellis
and Parker, 2000; 53), the attitude and approach to the appraisal can result in negative feelings and where past experience indicates a failure of beneficial outcomes to those involved in
the appraisal those involved may be resistant (Coens and Jenkins, 2000; 3). In order to understand the way in which performance assessments can be considered it is necessary to determine
what is meant by a performance assessment. With the meaning of performance assessment find it is possible to consider the relevance of performance assessments from a legal perspective, a professional
perspective and an ethical perspective. 2. Performance Assessment Performance assessment can be implemented to ride range of levels. In a national health service it is implemented to measure the performance of
