employee perception, which is specifically indicative of the agencys overall cultural climate. Measuring these various climates, and then assessing their individual value to the success of such a program,
is imperative if the learning process is to be equipped with the necessary teaching elements, aspects that can be measured by virtue of employee perceptions; rewards/motivation; open communication; defined purpose;
ongoing development and training; employee respect; and reciprocal commitment. Current drivers of performance appraisals in the public sector include the combined assessment of managerial and employee strengths/weaknesses and the
strategy required for improvement. The degree a performance assessment necessary in the public sector depends upon how involved each department is with contemporary
