II. DEFINITION AND RATIONALE Performance appraisals in the public sector define the value of a department and encourage it to strive for the epitome of overall satisfaction. There exist a number of components within the concept of performance appraisal, not the least of which include an attention to employee perception, which is specifically indicative of the agencys overall cultural climate. Measuring these various climates, and then assessing their individual value to the success of such a program, is imperative if the learning process is to be equipped with the necessary teaching elements, aspects that can be measured by virtue of employee perceptions; rewards/motivation; open communication; defined purpose; ongoing development and training; employee respect; and reciprocal commitment. Current drivers of performance appraisals in the public sector include the combined assessment of managerial and employee strengths/weaknesses and the strategy required for improvement. The degree a performance assessment necessary in the public sector depends upon how involved each department is with contemporary people management practices that provide for a holistic approach to employee performance. Effective communication is but one of the myriad cohesive elements that binds personal and professional relationships, without which contemporary commerce could not exist.
