Is this characterization true? In order to explore Syrias governance which is thought to be neo-patrimonial in nature, a look at the concepts are in order. Patrimonialism is something that has been viewed in a number of ways, going from traditional to more industrialized cities as well as in various parts of the world (Senghor & Poku, 2007). In respect to Syrian regimes, much has been discussed of late related to something called neo-patrimonialism (Brownless, 2002 as cited in Senghor & Poku, 2007). The term neo-patrimonialism is something that describes "an interrelated set of phenomena whose common characteristic is the preeminence of personal relations in administrative and political processes. It is a modification of the Weberian ideal type of personalized government that is contrasted with the bureaucratic model" (Senghor & Poku, 2007, p.69). A specific definition of neo-patrimonialism however is not easy to provide (Erdmann, 2002). At the same time, the easiest manner of defining the term is to compare it with Webers concept of patrimonialism where he described a system of leadership that is based upon military personnel and administrative leadership (Erdmann, 2002). Under this system, the leadership and military would answer only to one ruler (Erdmann, 2002). That of course is patrimonialism. The new order which is dubbed neo-patrimonialism is a bit different. This latter paradigm is a modern type of traditional patrimonialism and is a mixed system of governance (Erdmann, 2002).
