are determined to a balance of different interests, including the interest of the individuals, such as a whole, as well as the social, economic, military, ecological and political spheres (BILGESHAM,
2010). In terms of international relationships the national interests and safety for the maintenance of the sovereignty as well as the strengthening of the position of Russia as an influential
