effectively evaluating an inmates chance of successfully completing parole due to myriad variables that impede this objective. A number of social theories illustrate why people engage in criminal activity to begin with, a proven reality that precludes anyone - no matter his or her expertise - having the capacity to determine how an inmate may or may not re-enter the world of crime once he or she becomes complacent toward parole restrictions. The concept of parole is one that attempts to reintroduce convicted criminals back into a civilized society, a definition that has not changed over the last century since the 1936 issue of the Journal of Criminal Law and Criminology defined it as "the conditional release under supervision of a person from institutional confinement before the expiration of his sentence" (Burgess, 1936, p. 491). While some approaches work better than others, one might readily argue how no single program can be expected to work one hundred percent of the time. As the effectiveness of parole programs go, however, there are two that stand out at both ends of the spectrum. The most obvious benefit of parole is the ability to lighten the load of inmates weighing down the penal system. By contrast, a significant drawback is the pressure to place a convicted criminal back on the streets when it may be that the parole board is not completely certain he or she is ready to assimilate back into society without the chance of once again committing a crime. When coupled with the notion of restorative justice, parole can actually be a positive and nonthreatening alternative to warehousing criminals.
