Pardons and parole can be just as problematic as they are beneficial to victims, offenders, the CJS and community; as much as they both serve a purpose in the ongoing quest to reduce prison overcrowding and help offenders assimilate back into a civilized society, they also have the inherent capacity to inadvertently increase recidivism rates. Parole and pardons serve as the viable alternatives to incarceration; while some convicted felons have no possibility of parole and would not be granted a pardon, the vast majority of criminals do have the potential for early released based upon the collective decision of the parole board. When the system works, early release with parole or a complete sidestep with a pardon does indeed lighten the correctional load virtually every community currently faces, however, in the rush to abate the overpopulation problem too quickly, the CJS places the victims and communities in jeopardy by putting some offenders back on the streets with the strategy of using prerelease programs as a bandage on a much bigger problem that requires a considerably better solution. BENEFITS AND PROBLEMS Myriad diversion programs have been implemented throughout history to achieve this goal but according to those in the field, none have proven as effective as prerelease programs
currently in use by a number of criminal justice systems. In attempting to put back the missing elements of a stable and productive person, such programs still struggle to
be instrumental in realigning otherwise maladjusted individuals while at the same time protecting victims, communities and the CJS. The reason for this -- as well as one of the
most significant problems of pardon and parole - is because of Americas liberal stance on and lack of control of guns and drugs. Prisons are revolving doors for addicts,
many of whom commit crimes with firearms while under the influence. Incarceration and eventual parole or a pardon does not address the problem but instead puts it on hold
