same source -- poor government and lousy public administration. Building on T. Kuhns concept of paradigm revolution, Shafritz and Russell point out that revolution (or "resolution) occurs when the standard
paradigm comes across something it simply cant explain, so a new one must be invented to find explanations. The question we try
to ask here, however, is what might cause the opposite -- does administrative doctrine, therefore, explain how public sector organizations can become successful?
As with anything that is as controversial as government agencies (in other words, entities funded by the people, and allegedly for the people), the literature is mixed on the
answer to this question. According to Behn (1995), the question doesnt necessarily focus on whether or not administrative doctrine leads to successful
public organizations -- rather, he notes that there are three additional questions that need to be examined to determine if a "revolution" has, indeed, taken place in the area of
public management. The three questions he poses are: How public managers can break the
micromanagement cycle or procedural rules (Behn, 1995). Such rules, he points out, prevent public agencies and entities from moving toward producing results (Behn, 1995).
How managers in public entities can motivate their employees to work "energetically and intelligently" toward achieving goals that will benefit the public (Behn, 1995, 313).
Finally, how managers in public entities or companies can use metrics to learn about the achievements of their agencies in ways so that those achievements
