or not public administration succeeds in reconciling "bureaucracy and democracy" as it is called. First, an overview of the paper (complete with
an opening statement). Though some people have expressed concern about the potential emergence in America of a so-called "administrative state" and its threat to democracy, there are others who believe
that there are qualities and merits ascribed to bureaucracy, at least as it pertains to an organizational for. What well try to do in this paper is to discuss potential
nature and foundations of the particular threat of an administrative state to democracy, and describe systems of accountability that help link actions of public administrators to their "masters" (i.e., their
bosses and the will of the people) as well as "the public interest." The irony about public administrators is that, for the
most part, they are either voted in or appointed by those voted in. These appointments, at times, can awarded less on merit and experience and more on relationships. This happened,
in fact, last summer when the governor of New Jersey appointed a "friend" to the position of state homeland security. The "friend" (who turned out to be the governors lover)
had little or no experience with homeland security. His claim to fame was that he knew the governor well. But what the
