This act, known as predatory crime, can take place for many reasons and has many causes. According to former Secretary of Education
William J. Bennet as well as John Dilulio (a Princeton criminologist) and John P. Walters (the former deputy director of the Office of National Drug Control Policy), moral poverty is
one context in which predatory crime takes place (Anonymous, 1996). The authors point out that moral poverty isnt necessarily the same as
physical poverty -- moral poverty involves "the poverty of being without loving, capable reasonable adults who teach the young right from wrong" (Anonymous, 1996, 60). Basically, predatory criminals, they point
out, are criminals that grow up among others just like them (Anonymous, 1996). Drugs, as well, end up causing problems when it
comes to creating predatory criminals (Anonymous, 1996). Drugs, they note, tend to dissolve family ties, as drugs make parents indifferent to their children (including their childrens well-being), these children grow
up indifferent and hostile as well (Anonymous, 1996). "Growing up in such families is like being raised by a pack of wolves," the authors contend, "and those who survive the
ordeal are likely to lack certain character traits -- such as empathy and impulse control . . ." (Anonymous, 1996, 61). Surette
