a prime example of why intervention and neoliberal ideology can sometimes do more harm than good to a nation. Although Haiti was "liberated" under the Clinton administration -- and
with great fanfare in 1994 -- there is little evidence at this time, at least according to available literature, that such "liberation" has actually been very effective.
For one thing, elections following the liberation of the country as well as intervention attempts on part of the United States have pretty much lead
to, in the comment of one Haitian residents, nothing (Klarreich, 2000). According to Sen. Patrick Leahy of Vermont who was quoted in 2000, Haiti remains the poorest country in the
hemisphere, ruled by a barely functioning government with law and order overseen by politicized police and a "judicial system in disarray" (Klarreich, 2000). On the other hand, according to
U.S. officials, an estimated 13 percent of all cocaine entering the United States passes through Haiti (Klarreich, 2000). But why is this
happening? Why, after staging such a successful coup and putting in place by U.S.-approved president during the mid-1990s, is Haiti suffering so much today? One reason has been
that the United States and United Nations simply have not had very good records in terms of nation building. While the U.S. intervention of the 1990s destroyed the dictatorship
of Haiti, it didnt replace it with anything comparable (Klarreich, 2000). As a result, the Haitian police force, numbering more than 6000 people, is inexperienced simply because it is
