on which democracy operates. Its too bad that in reality, none of this is true. In actuality, policy makers too often let
decisions be shaped by moral panics, rather than evidence. Until the making of policies is driven by evidence, policies put in place will continue to only meet the needs of
a vocal few. In this paper, well investigate the concept of moral panics and discuss how the media, indirectly, can actually create hysteria,
enough hysteria to prevent thoughtful discussion about important issues of the day. Moral Panics - An Overview The concept of moral panics
was first introduced in 1972 by Stanley Cohen in his book Folk Devils and Moral Panics: The Creation of Mods and Rockers." In this treatise, Cohen noted that moral panic
was a situation, person or group of people that were defined as a threat to societal value and interests. Chiming in on the "danger" of said situation, individual or group
is the media, which stereotypes the situation and expresses outrage over it (Cohen, 1972). Moral panics have ranged from fear of pornography on the Internet to hoodies - sweatshirts with
hoods, considered the latest clothing of "demonized" youth in the United Kingdom. Media influence is a pervasive thing; enough of it can cause
well-controlled hysteria. Well examine, later on in this paper, a situation of this very type that happened in Australia; a perfect textbook example of moral panics.
