Technical Education Act of 1998 (P.L. 105-332) became law during October 1998 and was effective as of July 1, 1999 (California Department of Education (b), 2004). The purpose of the
act is to boost and improve vocational and technical programs among secondary and post-secondary educational institutions (California Department of Education (b), 2004). The purpose here is also to help develop
academic standards, as well as to promote development of activities to help integrate academic, vocational and technical instruction (California Department of Education (b), 2004).
Another important part of the act (at least on a state-wide basis) is to develop and implement evaluations of vocational and technical education programs - which includes an
assessment of whether needs of special populations are being met (California Department of Education (b), 2004). Special populations, in this case, are defined as the disabled, those from economically disadvantaged
families (including foster children), those who are training for non-traditional employment, single parents (including single pregnant women), displaced homemakers and individuals who might have other barriers to any kind of
educational achievement, such as limited proficiency in English (California Department of Education (b), 2004). When it comes to applying for the grant,
the school is required to fill out a packet containing seven sections: an application packet, four-year local plan, non-traditional definition, other barriers, sequence of courses, uses of funds and reporting
