to explore physical education programs in the citys public schools (Flannery, 20010. The study was charged with the task of assessing the entire range of physical education opportunities citywide (Flannery,
2001). The data and conclusions revealed in this study, published as the a report entitled "Hit or Miss," were that the New York Citys PE programs were sorely lacking and
that the vast majority of public school students were not being offered sufficient physical education (Flannery, 2001). Data from the report stated that 34 percent of elementary schools and 24
percent of high schools do not provide regular physical education classes for all students; student/teacher ratios for physical education classes at the elementary level were estimated to be 730 to
1; and in two out of every three middle schools, most physical education classes have more than 50 student (Flannery, 2001, p. 19). While these statistics are exceedingly grim, there
is also recent additional literature on this topic that shows that improvement of physical education in the state of New York is has been making great strides in recent years.
Also this literature puts the topic of best practices in PE in New York State in context with what has been occurring in regards to standards.
Fay and Doolittle (2002) recount how in the early 1990s concern over standards-based reform in academic subjects actually generated a proposal to eliminate the New York
State requirement for physical education, which would have made PE optional at the district level. Leaders from the NY State Association for Health, Physical Education, Recreation and Dance (NYS AHPERD)
