lifestyle. This, of course, includes anything or anywhere that larger numbers of people are likely to be present. However, in their zeal and perhaps in an overreaction, personal freedoms have
been trampled, prompting Congress to consider legislating a passenger bill of rights in regard, especially, to the American airline companies. Of course, as Congress prepares to follow through with
this drafting of a bill, airline companies are not waiting for the edict to be handed down to them. Many have already taken the proverbial bull by the horns and
laid down their own code of conduct, credo and statement of rights for the consumer/passenger. However, many feel that they still dont go far enough and yet some believe that
they err on the side of paranoia. Actually, the drafting of an airline passenger bill of rights has been in the works for a while. In a press release dated
September 1999, there are at least two areas of concern which are serious enough to be brought before the Senate for consideration. Two amendments, which were co-sponsored by US Senator
Russ Feingold were added to the Transportation Appropriations bill(Feingold, 2002). The first amendment that Senator Feingold sponsored was the charge that most airlines were not notifying consumers of
the lowest available airfare and instead fill the more expensive seats first, then the cheapest fares are released. This obviously smacked of fraud and hence the creation of an amendment
to the transportation bill. Secondly, it is a constant source of irritation for the consumer to arrive at the airport only to find that theyve been bumped from their flight
due to the airlines policy of overbooking their flights. The second amendment would investigate charges that a consumer was issued a ticket for a seat that was no longer available.
