that has seen more than two dozen various governments and leaders come and go over the last century, it was with a final breath of relief that one of the
last vestiges of an oppressive regime was forced from office. With this, then, Paraguay became her journey to become what she had always wanted to be: Free. Paraguays political
history over the last five years boils down to ambition run amuck. This was never more personified than in the person of one General Lino Cesar Oviedo. In 1996, Oviedo
was asked to stand down by the President and Oviedo refused(Democratic Forum on Paraguay, 2002). This set off an internal political crisis which raised concerns throughout the world. The General
had distinguished himself in various military campaigns and had many loyal supporters, both in the military and in with the affluent citizens of Paraguay. He was instrumental in the overthrow
of a notorious dictator named, Aldfredo Stroessner, and was present when the dictator formally was forced to resign as leader(Democratic Forum on Paraguay, 2002). It can be said, however, that
Paraguay had just traded one dictator for another. Oviedo, in lieu of any uprisings to suppress, sought excitement in other realms. He quickly took to inserting himself into the public
affairs and national affairs of state. This was clearly outside of his parameters, but he was ambitious and stubborn and determined. Perhaps because of his years of service, the
President, President Wasmosy, overlooked a good deal of Oviedos meddling, and it was rumored that he intervened on Oviedos behalf with some of the more disgruntled members of the Senate.
This only served to bail Oviedo off the hook and place Wasmosy on it. Most of the various democratic factions urged the President to remove Oviedo from active duty. Oviedo
