however, is a finite resource. Despite those facts, we definitely undervalue water in the United States. While some parts of our nation have been more cognizant of the
fact that water is a resource that must be carefully protected and conserved, for the most part people use and abuse water completely oblivious to its true value. That
value, of course, is determined not just by human need but by waters place in world ecology. Molecularly water is quite simplistic.
One oxygen atom is covalently bound to two hydrogen atoms. That simplicity, however, is deceptive when we consider the complexity of roles that water plays in both animal and
plant physiology. Every living thing needs water to survive. In some instances, in fact, water is the habitat within which organisms live. Historically, water has also been
a convenient receptacle for human-generated wastes. These wastes include domestic and industrial discharges as well as agricultural and stormwater discharges. They occur from both direct and indirect discharges.
As concerning as direct pollutant discharges to water resources are, nonpoint sources are in some ways more concerning since they are
harder to quantify and control. Nonpoint pollution occurs during rainfall and snowmelts as well as from atmospheric deposits. Nonpoint sources can include everything from stormwater runoff from our
every-increasing impervious surfaces, to septic tank leachate, to pollutant sources more often associated with air pollution such as chloroflurocarbons from aerosol cans and sulfuric acid from industrial and urban discharges.
In most cases the pollutant impacts sustained by water resources result from a combination of overdevelopment and inadequate regulation. These
