this country has been the focus of considerable criticism in recent years. The costs associated with apprehending, judging, and punishing those that commit crimes seems to only grow more
extravagant as time passes. Too many individuals spend a significant portion of their lives in the prison system. Trying to pay for their care is challenging to say
the least. This, coupled with other problems such as the publics perception that the criminal justice system is racially biased, presents a complexity of considerations as to how criminal
justice could be more effective in preventing future crimes while at the same time paring down costs. Interestingly, the nation
is witnessing sometimes surprising changes in the number of prisoners that are lodged in our prison systems. There has actually been a decline in the number of prisoners we
have in the state system (Vesely, 2010). Twenty-seven states actually witnessed this decline (Vesely, 2010). In twenty-three other states, however, there was a small increase over the last
year (Vesely, 2010). Never-the-less, overall there has been a decline (Vesely, 2010). Such a decline has not been seen in almost forty years (Vesely, 2010). Unfortunately,
