about the issue of concern. It takes a great deal of time and energy to deal with legislators, and people who are not intensely interested in the matter will probably
become discouraged. Its not necessarily an expensive process but it can be time consuming. Part I: That said, the first question is which lobbying activities would be most effective
in creating change in relation to your community? Of course every community is different, but Homan points out that while its possible to lobby anyone up to and including the
President (although President Obama is clearly not fond of professional lobbyists), the most effective efforts would probably be directed at state legislators (Homan, 2007). Homan advocates lobbying at the state
level because "many decisions that affect the communities we live in are made at this level" (Homan, 2007, p. 411). Once the decision has been made to lobby the state
legislator, the most effective technique is probably a face-to-face meeting (Homan, 2007). In order to facilitate that, the individual needs to know the legislatures schedule; that is, when the legislature
is in session and he or she can meet with the lawmaker. What unique collaborations would you have to develop to have an issue addressed? In order to be successful,
a potential lobbyist has to understand how the legislature works. Its useless to lobby someone if they cannot influence the legislation, or if theyre not working on it at all
