nonprofit organizations is not a new phenomenon in American society. In 1835, French author Alexis De Tocqueville wrote in his book, Democracy in America, ??Americans of all ages, all conditions,
and all dispositions constantly form associations...Wherever at the head of some new undertaking you see the government in France, or a man of rank in England, in the United States
you will be sure to find an association.?? (Wilbur, et. al., 1994; p. vii) The volunteerism that De Tocqueville saw at the heart of these associations continues to expand
in America more then 200 years later as nonprofit organizations provide a solid basis for this vital part of the American spirit. (1994) What is a nonprofit organization? A
nonprofit organization provides goods and services to a specific segment of the population with profit being a minor objective. (Hay, 1990) To qualify as a nonprofit, its primary mission must
be to provide services for certain charitable, religious, educational, scientific, literary, humanitarian, or other non-business purposes meeting certain strict criteria. The services must be provided on a not-for-profit basis, its
members, trustees, or officers cannot receive any part of any net earnings, all assets must be permanently dedicated to its major mission, and it is usually prohibited by law from
engaging in creating or distributing any political propaganda which might influence an election for public office. (Hay, 1990) It is a misconception that nonprofits are not allowed to make a
